Associate Director of FEH Programs
As a member of the Flying Eye Hospital (FEH) senior management team, the Associate Director of FEH Programs is responsible for the overall programmatic oversight of the Flying Eye Hospital. Directed by the Deputy Chief of Program, and in collaboration the senior members of the Flying Eye Hospital team she/he guides the design and long-term management of the FEH strategic plan, leads FEH partnership cultivation and relations, and serves as a key liaison with ORBIS country and regional offices, while providing general oversight of the annual FEH program portfolio. She/he also develops and monitors the FEH program budget and facilitates the necessary administrative and logistical support to the FEH programs. Based at the ORBIS headquarters in New York, the Associate Director of FEH Programs also provides leadership to the FEH team member(s) in New York.
International travel in this position will take up approximately 20 to 30% of the time.
REPORTING & WORKING RELATIONSHIPS:
The Associate Director of FEH Programs reports to the Deputy Chief of Program on technical matters and the FEH Director on administrative and logistical matters. She/he supervises the Program Manager on the FEH and the FEH Coordinator in New York. The Associate Director of FEH Programs works closely with ORBIS colleagues at the headquarters office and in the Regional and Country Offices. She/he also liaises with representatives of ORBIS partners, foreign government offices, donors, and other healthcare agencies.
- Guided by the Deputy Chief of Program and working closely with the senior FEH team and the FEH Program Manager, oversee and facilitate the creation, management and upkeep of the FEH strategic plan and vision.
- Cultivate and sustain relationships between ORBIS and FEH partners in the field, acting as a key liaison with partner institutions throughout the FEH training cycle.
- Alongside the FEH Director, Medical Director and the FEH Program Manager, represent the FEH program and admin teams in ORBIS International meetings, NGO meetings, with Ministry of health officials and donors.
- Work closely with the Deputy Chief of Program and the senior FEH team to explore and establish new project developments and initiatives.
- Ensure that the FEH programs and follow-up training activities fit within the broader strategic framework of the ORBIS regional programs.
- Provide guidance and support to the FEH Program Manager in the development of the FEH annual program calendars, including selecting potential program locations and partners, setting training goals and establishing formal relationships with Ministry of Health and National Ophthalmic Societies.
- Work closely with ORBIS global fundraising teams and assists in the exploration of new funding sources.
- Provide oversight for all FEH planning visits, ensuring the program objectives are set and program logistics, information and schedules are arranged properly, and leading planning visits when the Program Manager is unavailable;
- Manage the FEH follow-up clinical programmatic portfolio, including CyberSight, Fellowships, and Hospital-based (HBP) program activities by setting reasonable objectives, strategies, activities and monitoring and evaluation plans and to ensure these are reflected in the FEH final reports. Work closely with the Senior Manager, Hospital Based Programs and the Senior Manager, Volunteer Recruitment
- Review all program plans and provides technical assistance and guidance to the FEH Program Manager and planning teams;
- Steward the relationship between the FEH team and the program staff worldwide. Provide programmatic oversight and guidance to country and regional program staff for FEH programs that take place in ORBIS's regions and countries.
- Support the Program Manager by ensuring the smooth implementation and execution of recommendations from the field.
- Work closely with the FEH Director to create and oversee annual FEH program budgets and budget modifications requests.
- Monitor the FEH program budget to ensure proper implementation and management.
- Provide appropriate and timely data on FEH programs to the ORBIS International network as needed.
- Assess and follow-up on partners' requests for additional funds for further program or training opportunities.
- Guide the FEH Administrative Coordinator to ensure effective planning and execution of FEH program.
QUALIFICATIONS & EXPERIENCE:
- Masters Degree in international development, public health, international education or related field;
- Minimum 7 years experience in design and management of development programs, including monitoring & evaluation experience;
- Previous exposure to program budget management;
- Demonstrated people and team management experience;
- Previous experience in development of training programs is preferred (including developing training modules, coursework, tools, etc.);
- Previous experience in eye care sector is helpful.
